Ujjain is an ancient City situated besides the bank of Shipra river in the central Indian state of Madhya Pradesh. It has a rich cultural heritage along with religious importance . Ujjain was the capital of ancient Avanti Kingdom ,one of the 16 Mahajanpada. The ancient city is believed to bear the glory of great king Vikramaditya. It is believed that during Samudra Manthan precious Amrit fell in Ujjain.Since then the famous Simhastha fair is organised in the city every twelve years.

Ujjain holds immense religious significance and is renowned for being one of the holiest cities in the country. Ujjain's fame stems from its association with Lord Shiva and its mention in ancient Hindu scriptures .It is famous for the iconic Mahakaleshwar temple which is one amongst the twelve jyotirlingas in India .It is known for the development of Vedas, Astrology and Astronomy .It is believed to be the place where the renowned mathematician and astronomer Varaha mihir lived.

Lord Krishna received his education in Sandipani Ashram situated in Ujjain. With such glorious past, the Government of Madhya Pradesh decided to establish a University which will be exclusively dedicated to the teaching and learning of Sanskrit language .Since its inception the University has been working hard to spread the knowledge of Sanskrit and Indian knowledge system in the society.

Maharshi Panini Sanskrit Evam Vedic Vishwavidyalaya is the pioneering university in central India focusing on Sanskrit studies. The university has been formed exclusively for the development of the Sanskrit language. It was established in 15 August 2008 by the government of Madhya Pradesha. It takes appropriate measures for promoting Sanskrit, interdisciplinary studies and research in the university.

The objective of the MPSVV, Ujjain is to help students in pursuing the study of various branches of Sanskrit language, literature while at the same time provide opportunities for interdisciplinary research in Sanskrit and modern sciences. It caters to traditional learning in Sanskrit like Veda, Vyakarana etc. In addition to preserving traditional sanskrit, it emphasizes on the study of science and technology in ancient India, which is exclusively described in old Sanskrit texts.

Institutional Strength :

1.Inadequate number of permanent faculty members.

2. Though it is a Government University, the budget provided by the Government is insufficient.

3.Noncreation of new teaching and non-teaching posts by government makes it difficult for The University to introduce new programs .

4.All monitoring and funding agencies have became more industry oriented thus marginalizing Indigenous Knowledge, Arts and Humanities.

Curricular Aspects :

The mission and vision of Maharshi Panini Sanskrit Evam Vedic Vishwavidyalaya is the essence in designing of the curricula of the University. The Committees, constituted for the purpose, take all important measures in this regard. The Board of Studies constituting the faculty, schools and departments have significant role in planning and developing curricular aspects. The progrms are regularly upgraded to fulfill the Local/National/ Regional and Global developmental needs with learning objectives. Employability, innovation and research needs are important factors continuously assessed to re-orienting the existing curricula and designing the future ones. Special attention is given to quality sustenance and scope of future.

Choice Based Credit System has been introduced in the University. Feedback from all the concerned stakeholders is regularly obtained and their observations and inputs play a vital role in designing the future curricula. All the traditional courses along with texts and the examinations are conducted in Sanskrit medium. Content of all the courses is in line with Simple Standard Sanskrit. Indian knowledge systems are blended with modern knowledge systems to suit with Simple Standard Sanskrit. The University has innovative courses in combination with Yoga, Veda ,B.Ed,Darshan,Literature, etc,. Skill oriented courses are given importance. Gender equality is followed in the strictest manner. Human values are promoted along with professional ethics. Feedback obtained from all the students is analysed, assessed and adapted through the apex bodies like- Academic Council and Executive Council. The University maintains high standards in teaching and research in all the programmes, which is evident from the publication of the theses and books. Formal and informal feedback system introduced in the University. The feedback is collected from the Students, Teachers, Alumni and Parents in a structured format evry year. Feedbacks collected are put forth the committe formed by the concerned Teaching Departments.

Teaching-learning and Evaluation:

A substantial number of students come from socially and economically disadvantaged backgrounds . This impels to envision a serious transformative role while preparing the blueprints of teaching and learning in the University. It has a centralized admission process, and all applications for admission. Reservation for seats for the SC/ST/OBC/EWS/Physically disabled etc. is carried out as per the state government guidelines. Provisions are in place for preparing students for various competitive examinations such as NET/SLET etc.

The University has a zero-tolerance policy with regard to ragging and sexual harassment at the campuses and offices of the University. Students’ representation in various academic, administrative bodies of the University is ensured in order to make them effective stakeholders Effective student centric methods have been adopted . Interactive methods of learning and evaluation like Vakyarthavichara, Shalakapareeksha participative learning as in dialogue mode for teaching are encouraged.

The University has an Advanced and Slow Learners’ Policy in place .The teachers focus on soft skills and offer support to slow learners. Continuous evaluation and formative assessment are the core of the assessment process and with the help of the automated examination wing the results of each semester are declared earliest after the examination. It is notable that 95 percent teachers have obtained their doctoral degrees . Eminent scholars trained under renowned Gurus and are teaching in prestigious Universities are regularly invited as Visiting Professors to enable a continuity of Shastra learning from pathsalas to the modern University. Numerous Seminars, Conferences and Workshops in each Department enriches the teaching/learning process significantly.

The University has aefficient Examination Section which conducts all the examinations and declares results within a timeframe. Perfect confidentiality is ensured in preparation of question papers and conduct of central evaluation process. All the results are displayed on the website. A befitting provision for review and redressal of candidates’ grievances is in place. Examinations and evaluation for traditional subjects are conducted in Sanskrit medium. Even during the COVID-19 period the University conducted online teaching-learning, examinations and evaluation in successful and innovative way. TheGURU-SHISHYA PARAMPARA of Gurukul tradition is implemented by The University in its mentor mentee system.

Research, Innovations and Extension :

The University envisages a convergence of research, innovations and extension of traditional knowledge in contemporary contexts with an innovative and contemporary policy for research and provides state of the art research facilities. Study materials as ebooks, YouTube links, etc. are available on official website for ancient and modern texts in the syllabi. For Sanskrit Departments, writing thesis and dissertation in Sanskrit is encouraged. There is a code of ethics on plagiarism to ensure quality of research. Teachers win national and state awards . They also publish many books and articles in reputed journals. As a part of collaborative initiatives, joint publication programs are also promoted.

Teachers prepare study materials for classes and also participate in live lectures,discussions in print and electronic media. University has a sufficient body of research work registered on its name. A number of research papers have been published in national and international referred journals. University publishes journal like Paniniya and a newsletter Paninidhara. It has signed more than 16 MoUs with different universities. It has also signed one International MoU. It follows policy guidelines approved by the statutory bodies of the University. In addition to this Research Ethics Committee has been constituted to ensure quality and originality of the research. The committee organizes meetings to ensure quality and originality of the research work as per UGCguidelines Many seminars/workshops and training programs are organized by renowned National and international speakers by various departments of The University. “Sanskrit Sambhashan” camp is also carried out by the University.

The University has produced a bulk of 30 PhD Degrees during the last five years. including 19 PhD Degrees from The University Departments. Students are active members of cultural and sports committee and are encouraged to participate in intra and inter-university sports competitions and cultural/youth festivals in very large numbers and have won many accolades for The University. University regularly engages its alumni through meets, IQAC meetings and interactions at various forums.

Infrastructure and Learning Resources :

A good ambience always inspires teaching-learning process. The campus has very rich biodiversity of plants and floral species.The University has adequate teaching learning facilities and sufficient IT infrastructure including spacious class-rooms, smart classes, auditorium, playground, volleyball court etc. It has sufficient number of computers, for the use of the teachers, students, and office. It has Computer labs, Psychology lab, Language lab, Meditation Centre, Sports, Yoga Training– facilities, sports equipments, girls common room, auditorium, staff room and smart classrooms, to impart education to students.

The University has well-established systems and procedures for maintaining and utilizing physical, academic and support facilities. Adequate in-house staff is employed to maintain meticulous on-campus hygiene, cleanliness and infrastructure to provide a comfortable learning environment.

The University campus also have seminar /assembly/conference halls with adequate seating arrangements for organizing academic, social and cultural events.

The University recognises that quality education requires an enabling infrastructure and learning resources. One classroom of every Department is designed as a smart classroom with LCD projectors and sound system.It has a Psychology Laboratory, Indoor and Outdoor courts, Yoga Centre, and Manuscript Conservation Centre.

The campus of the University has an uninterrupted internet connectivity.It provides free Wi-Fi and LAN connectivity. The Library, has a vast collection of books and journals.

Student Support and Progression :

Maharshi University is a state university situated in the western part of the state of Madhya Pradesh. The majority of students admitted belong to rural areas of the region. Various scholarships from state/central government are available for the students belonging to SC, ST, OBC and EWS categories.

The University has many effective enhancement and development schemes for the students such as guidance for competitive exams, career counselling, soft skill development, remedial coaching, language lab, yoga, meditation and mentorship. It has a good placement record. Students’ performance has gone up during the last five years in qualifying competitive and professional examinations.

Students’ participation in sports and cultural activities at state and national levels is remarkable. Inter-university sports and cultural activities (YuvaMahotsav) are organized at The University premises. The competitions for indoor and outdoor sports are arranged annually. Cultural activities like singing competition, dancing, Rangoli, poster painting, quiz, debate, provide a platform to the students to show their talents. Students participate actively in Inter-University, Intra-University youth festivals, Sanskrit youth festivals and cultural events. Many competetions for sports and cultural activities were organised in the last five years. Many students have also won national acclaim in cultural events.

The students from Sanskrit departments won prizes at National Level in cultural and academic Sanskrit competetions. Competitions in Sanskrit Elocution, Sanskrit poetry recitation, Upanyasarchana and Prasnottari are organized for students at National level . Vakyarthasadas are also conducted during Sanskrit Week celebrations.

Governance, Leadership and Management :

The University frames its future plan keeping its vision and mission as the basis of the perspective plan. While deciding its future initiatives, The University ensures that it addresses all facets of development including teaching/learning, research and development, community engagement, extension programmes, resource planning, infrastructure, etc..

The University has evolved a decentralized process of participative management in which the Executive council headed by the Vicechancellor is the governing body of the University.The decision taken in the Executive Council are executed by the University system. The working of the University bodies is efficient as reflected in the regular meetings and the actions taken are monitored rigorously. The University is gradually strengthening its ICT facilities to shift on e-governance.

The University makes use of the available funds efficiently and puts in great efforts to mobilize funds towards promising areas of research and innovation. The University carries out financial audits regularly. The University has IQAC cell which has significantly contributed in ensuring the qualitative improvement in the teaching learning and research activities of the University. It has a Central Research Committee and Printing and Publication Committee which brings out high-class publication in Sanskrit and allied fields. IQAC has given a great boost to the quality enhancement in The University functioning. Online admission process, online enrolment, online exam and testing etc. have become the norm during Corona period and now.

The University finances are managed primarily through the Finance Department, headed by the Finance Officer. Annual appraisal system for teachers and performance appraisal for administrative staff ensures quality performance. Financial management and resource mobilization are characterized by budget planning. The teachers and students of the University have a significant role in the decision making process of The University by virtue of their membership in the governing bodies.

The University has various Authorities/ Bodies/ Committees at multiple levels for the effective functioning of The University which have been meeting regularly for a long time. The Annual reports and Audited accounts are maintained well . Furthermore, proceedings of General Council, Executive Council, Academic Council, and Finance Committee are also available in the university.

Institutional Values and Best Practices :

The University lays special emphasis on environmental awareness, and therefore strictly adheres to the Green Campus policy. Trees, herbs and shrubs which are considered to be of special environmental significance are planted. Gender equity is reflected in the harmonious atmosphere which provides the perfect ambience for both boys and girls to pursue their studies. It organizes all important events, festivals, days, regional, cultural and social activities with a lot of zeal and enthusiasm.

The University are reflected in the social service activities undertaken by The University, such as, campus cleanliness drives, green campus drives, NSS activities, voter Awareness Campaigns etc.

The University conducts Green, Energy and Environment audits to maintain the ecological balance. The university follows a ‘No Vehicle Zone policy’ on Wednesday as a part of green initiative.

The university has been organizing free Yoga camps in the morning since the year 2022 for maintaining the health of the society.The requisite facilities like ramp, lifts, wheelchair for Divyangjan are available. Implementation of rainwater harvesting system and awareness drives for clean and green campus are mandatory. Visiting guests and dignitaries are often invited to plant trees in the campus premises. To rejuvenate, cherish and inculcate the universal values, knowledge, and wisdom present in Sanskrit language and literature, the university adopts transparency in its working and development.
